Theresa Harris was a tenant in Boyle Heights in the summer of 2016. Her landlord forced her to move from apartment to apartment in the same building every 28 days, in an attempt to avoid the requirements of the Los Angeles Rent Stabilization Ordinance (“LARSO”). Then, when Ms. Harris refused to participate any longer in the “28-day shuffle”, her landlord forced its way inside her unit, packed her things into garbage bags, and changed the lock to her apartment.
